Company News | HHMAX-ENERGY Facility Secures Approval for Environmental Classification from the Ministry of Ecology and Environment

Recently, the Ministry of Ecology and Environment responded to the classification application for the HHMAX-ENERGY Linear Field-Reversed Configuration Plasma Experimental Facility, agreeing to manage the facility as a Class III radiation device. This marks the official classification approval of the company's experimental facility by the Ministry, laying a solid foundation for subsequent efforts to obtain a radiation safety license.

Ministry of Ecology and Environment Departmental Letter

In February this year, the renovation project for the HHMAX-ENERGY fusion device facility officially commenced in Longquanyi District, Chengdu. While accelerating project implementation, the company has initiated efforts to obtain radiation safety permits for the linear field-reversed plasma experimental device. This ensures that upon project completion, the facility can promptly undergo regulatory compliance reviews and proceed to the installation and commissioning phase.

On April 7, the Ministry of Ecology and Environment issued the “Notice on Matters Related to Radiation Safety Management of Fusion Devices,” stating that China's fusion research has entered a period of rapid development. Several fusion devices have been constructed, with some planned to conduct experimental research on deuterium-tritium burning and hydrogen-boron fusion. Engineering design research for fusion energy applications is advancing steadily. Such facilities constitute large-scale scientific research equipment characterized by complex technologies and diverse configurations. Their radiation safety risks differ from those of traditional fission reactors and particle accelerators, necessitating enhanced regulatory oversight for fusion facilities. The notice also introduced a classification system for these installations. Following the notice's issuance—which coincided with the technical response period for the classification application—Hanhai Junneng promptly revised its submission materials to align with the updated requirements. The company successfully obtained classification approval within 11 days of the notice's release.

According to the classification by the Ministry of Ecology and Environment, the company's linear field reverse-position plasma experimental apparatus will be managed as a Class III radiation facility. Class III radiation facilities are low-risk devices, such as medical X-ray machines and CT scanners. They are widely used in medical care, security screening, and other fields, closely related to public daily life, and generally do not cause radiation injuries in the event of an accident. The apparatus receiving this classification indicates its safety and reliability.

Moving forward, the company will finalize the documentation required for applying for a radiation safety permit and submit the application to ensure compliance with all procedures related to the experimental facility. This will facilitate the timely completion of installation and commissioning, enabling the safe operation of the experimental facility.
